Compensation Experience in the Western Hemisphere

Background

In May 2007 the World Organization for Animal Health (OIE) organized a hemispheric workshop in Buenos Aires with the objective of developing a protocol to create and implement national and regional compensation schemes in Latin America and the Caribbean.

At the end of 2007, the United Status Department of Agriculture (USDA) accepted to collaborate with the Department of Defense (DoD) in order to implement tangible experiences in the hemisphere regarding the development and implementation of compensation schemes. This idea followed the Buenos Aires initiative of the OIE with the objectives of presenting the results of the case-studies in a wrap up workshop in Panamá by mid July 2008.

Consequently, two countries were selected as country case-studies. The selected countries whereby the documents needed for the elaboration of a national compensation scheme, that is the legal framework and the operational section, were first Trinidad and Tobago, which took place from 25 to 29 of March 2008, and second Peru, which took place from 5 to 10 of May 2008.

Cooperation with the Food and Agriculture Organization (FAO) as well as with OIE was requested for the country case-studies. Reasons for choosing these two organizations were, in the case of FAO, due to the organization’s cumulative experience in compensation schemes country assistance over the past three years, and in the case of OIE due to its key role as facilitator in the region of Latin America and the Caribbean.

Aims and objectives

The objectives of the closing workshop are:

  1. To present the results obtained during the Trinidad & Tobago and Perú country case-studies, highlighting the difficulties encountered during the design process

  2. To introduce proposals for sustainability of compensation mechanisms through public-private partnerships
  3. To specify next steps
